Monumental Second Amendment Lawsuit Filed Against PSP Commissioner Paris Regarding 18-To-20-Year Olds

Today, Chief Counsel Joshua Prince of the Firearms Industry Consulting Group and Adam Kraut of Second Amendment Foundation filed a monumental lawsuit against Pennsylvania State Police Commissioner Christopher Paris involving his laws, regulations, policies, and practices that preclude sheriffs in the Commonwealth from issuing licenses to carry firearms to applicants who are 18-to-20 years of age; thereby subjecting 18-to-20-year-olds to the draconian carry and transportation restrictions found in 18 Pa.C.S. 6106 and 6108. The case is Brown, et al. v. PSP Commissioner Paris, 1:24-cv-01015-CCC.

As the Third Circuit has already held in our previous caseLara v. Comm’r Pennsylvania State Police, 91 F.4th 122, 137 (3d Cir. 2024) – that the Second Amendment applies to 18-to-20-year-olds and that no “evidence of founding-era regulations supports Pennsylvania’s restriction on 18-to-20-year-olds’ Second Amendment rights,” a motion for a temporary restraining order and preliminary injunction were concurrently filed.

As the case develops, we will continue to provide updates.

  1. hi Josh, can you believe the Supreme Court of pa granted argument in mezzacappa v Northampton county? 40 Map 2024 and 41 map 2024. This should be interesting. I won at all levels pro se. Mugshots are public records. Northampton County says no they aren’t, after they spread my mugshot all over the internet with glee.
