Four types of entities must file FCC Form 477:
1.Facilities-based Providers of Broadband Connections to End Users
2.Providers of Wired or Fixed Wireless Local Exchange Telephone Service
3.Providers of Interconnected Voice over Internet Protocol (VoIP) Service
4.Facilities-based Providers of Mobile Telephony (Mobile Voice) Service:
• Mobile Telephony (Mobile Voice) Service
• Mobile Telephony (Mobile Voice) Subscriber
• Facilities-Based Mobile Voice Provider

What’s Changing?
In August 2019, the Commission adopted changes to the Form 477 data collection. These changes are being implemented in two phases. The first set of changes were in the filing for data as of December 31, 2019, and the second set in the filing for data as of June 30, 2020.
Mobile Broadband Subscription data filings for June 30, 2020 and beyond:
• Report subscriptions by census tract (instead of by state)
• Allocate subscribers to census tracts based on primary place of use address (for postpaid customers) or the customer’s telephone number (for prepaid and resale customers)
Mobile Voice Subscription data filings for June 30, 2020 and beyond:
• Report the total number of subscribers and the number of subscribers directly billed by you or prepaid by census tract (instead of by state)
• Allocate subscribers to census tracts based on primary place of use address (for postpaid customers) or the customer’s telephone number (for prepaid and resale customers)
There are no additional major changes in June 30, 2020 from those more extensive changes made as of December 31, 2019 and beyond. For a summary of those changes, see https://us-fcc.app.box.com/v/ChangesFor2019and2020.
