PICS System Unable To Process LTCF Applications For 18-20 Year Olds

We have received numerous reports of individuals, between the ages of 18 and 20, attempting to apply for their licenses to carry firearms, based on the injunction issued yesterday by Judge Stickman against the Pennsylvania State Police (“PSP”), only for the PSP’s licensing system to preclude issuing authorities (i.e. generally sheriff departments) from submitting the applicant’s information. It is our understanding that issue is that the computer code of the PSP’s licensing system precludes an issuing authority from submitting the request, but that, the PSP’s IT Department is working on a fix.

It is also our understanding that different Sheriff Offices are handling the situation differently. For example, we have several reports that the Allegheny County Sheriff, in compliance with the statutory requirements, is taking the applications and informing applicants that as soon as the PSP resolves the programmatical issue, they will be contacted. However, one person is reporting that when they called the Northampton County Sheriff’s Department, they were told in no uncertain terms that their application would not even be accepted.
